Creating Jobs in Mifflin County: Governor Shapiro Secures $1.6 Million Investment from Philips to Expand Ultrasound Manufacturing Operations, Creating 101 New Jobs

Department of Community and Economic Development Secretary Rick Siger joined Philip’s leadership at their headquarters in the Netherlands today to announce the company’s investment in Pennsylvania.

This investment follows the Shapiro Administration meeting with business leaders from the Netherlands in Philadelphia in April, where Secretary Siger signed a Letter of Understanding with the Netherlands Minister of Foreign Trade and Development Cooperation.

Bringing global businesses to the Commonwealth is part of Pennsylvania’s 10-Year Economic Development Strategy.

Harrisburg, PA – Today, Governor Josh Shapiro and Department of Community and Economic Development Secretary Rick Siger announced the Commonwealth has secured a $1.6 million investment from Philips, a global leader in health technology, to expand its ultrasound manufacturing operations in Mifflin County. The Commonwealth is investing $330,000 in the project, which will create 101 new jobs over the next three years and retain 518 existing, full-time positions.

DCED Secretary Siger celebrated today’s announcement with Philips leadership while visiting the Philips Innovation Center in Eindhoven in the Netherlands. Secretary Siger and senior business development leaders are currently on an economic development trip to the Netherlands, Austria, and Germany to finalize major economic development deals and promote Pennsylvania as the best place for international business investments.

Coordinated by the Governor’s BusinessPA team, Philips received a funding proposal from the Department of Community and Economic Development (DCED) for a $330,000 Pennsylvania First grant.

Philips will add another production line to its facility at 1 Echo Drive in Reedsville to increase its ultrasound transducer manufacturing capacity. This project represents the company’s fifth expansion at the Reedsville site in the past ten years. Philips purchased the site in 1998, and has expanded in 2017, 2018, 2019, 2025 and now 2026, as the company continues to grow in Mifflin County.

Bringing global businesses to the Commonwealth is part of Pennsylvania’s 10-Year Economic Development Strategy. Pennsylvania products and services travel to 213 markets worldwide and represent 5.5% percent of Pennsylvania’s GDP – and international trade supports over 1.5 million Pennsylvania jobs.

Philips is a global health technology company with more than 16,000 employees across the United States, including several large facilities in Pennsylvania. Philips is focused on improving people’s health and well-being through meaningful innovation.

In 2025, trade between the Kingdom of the Netherlands and Pennsylvania totaled $3.7 billion, up 17 percent from 2024, including more than $1.6 billion in total trade of pharmaceutical products, a growing and robust partnership in life sciences. With this growth in trade, the Netherlands sits as Pennsylvania’s sixth largest international job creator and 16th largest trading partner.

Governor Shapiro, Secretary Siger, and Pennsylvania Department of Agriculture Secretary Russell Redding welcomed Majesty King Willem-Alexander and Her Majesty Queen Máxima of the Kingdom of the Netherlands to Philadelphia earlier this year, which included a roundtable discussion with CEOs of Dutch multinational businesses. During that visit, Secretary Siger and Minister of Foreign Trade and Development Cooperation Sjoerd Sjoerdsma signed a Letter of Understanding, laying out a roadmap for future economic collaboration specifically focused on advanced manufacturing and robotics, life sciences, agriculture, sports, and academia.

Pennsylvania’s Business Climate and Growing Economy Is Earning National Recognition

Governor Shapiro has made securing meaningful international investments in the Commonwealth a priority. In 2025 alone,18 global companies announced investments of over $76 million to locate or expand into Pennsylvania because of the Shapiro Administration’s work, pledging to create more than 450 jobs.

Since 2023, Governor Shapiro has secured a total of over $43 billion in private-sector investment while creating nearly 29,000 good-paying jobs across the Commonwealth and earning national recognition:

The Governor’s 2026-27 budget builds on this momentum by investing in long-term economic growth and ensuring communities across the Commonwealth can compete and win. Secured in the new budget, Pennsylvania’s Innovate in PA 2.0 program will disperse $125 million for promising startups, fund clinical trials for the life sciences, and enhance the Commonwealth’s innovation network to help these companies succeed.
